出国英语口语机场 第8篇

1977年3月27日，西班牙的特纳里夫国际机场发生了一场空前灾难，在同一条跑道上，起飞滑跑过程中的荷兰航空公司B747客机，高速撞上了还未脱离跑道的另一架泛美航空公司的B747飞机，两机剧烈爆炸，当场死亡584人。

当时荷航4805航班与泛美1736航班在同一条跑道上背向滑行。由于大雾，塔台与飞机之间都互相看不到。以下是当荷航飞机滑到跑道头掉头做180度转弯准备起飞时，向塔台请求ATC许可并复述许可的一段录音摘要：

荷航4805:The KLM 4805isnow readyfortake-off andweare w aitingforourATCclearance.

塔台:youareclearedtothe Pa PaBeacon, climbtoandmaintain flight level nine zero, right turn after take-off, proceed w ith heading……

荷航4805:Ah-roger, sir, weareclearedtothe Pa PaBeacon, flight level nine zero, intercepting the three tw o five, w e are now at takeoff.

塔台：OK, Standby, fortake-off, Iwillcallyou.

当时，因为目的地机场有恐怖主义活动，4805、1736和其他大部分航班都被迫转到特纳里夫机场备降，该机场能见度不大稳定，时好时坏。荷航4805机长急于利用能见度出现短时好转的间隙尽早起飞，并且显然误解了西班牙管制员的本意。当副驾驶还在向塔台复述ATC许可时，机长就开始松刹车加油门。于是副驾驶不是像通常那样非常正规地请求起飞许可，而是在复述放行指令的结尾，顺便加了一句“weare now at take-off”(我们正在起飞)。塔台管制员因为机组并未要求起飞并且自己也未给予这种许可，所以将此话理解为“wearenow at take-off position”(我们现在在起飞位置)，于是回答：“OK”，在1.89秒后又补充“Standby for take-off, I w ill call you”。几乎与此同时，泛美机组也未能将“wearenow attake-off”视为一个明显的起飞信号，但为了明确起见，还是说道：“wearestilltaxingdownthe runw ay”(我们还在跑道上滑行)。这一发话恰与“Stand by for take-off, I w ill call you”这一关键指令同时进行，造成无线电干扰，尖啸声持续了3秒之久。荷航机组听清楚的只有“OK”这一模棱两可的非标准用语，于是继续起飞，相撞灾难随即发生。

该灾难的发生，除了ATC“指令”的本意被飞行员想当然地“理解”执行以外，还有一个原因，就是对英语理解的差异。在荷兰语法中“readyattake-off”就是正在起飞的意思，而大多数以英语为母语的人却不知道这个区别。

那么，如果在管制过程中统一使用母语是否可以避免这个问题呢?请看下面的例子。

例一：某公司一客机从国内某国际机场36号跑道起飞，进近ATC指挥其“左转航向210度、保持高度1200米”飞行，但机组却上升到了高度2100米保持，造成与进港的飞机发生“飞行冲突”。原因是机组收到指令后没有按规定对关键指令进行“复述”，侥幸地凭自己的短时记忆操纵飞机上升，失去了本应得到ATC再次证实的机会。

例二：某公司一架波音737飞机在国内某机场进近过程中(该机场当时未装二次雷达)，塔台ATC告诉机组的着陆条件是使用19号跑道着陆，但机组常到该机场值班飞行，对机场相当熟悉，起飞之前就凭当时得到的气象情报选了01号跑道的进近程序(主降方向)，当得到塔台的指令后，复述的指令虽然也是19号跑道进近，但通话者既未将指令通报给机组其他人员(失去了相互“交叉检查”的机会)，又没有完成“进近指令”工作，在定势思维的驱使下，仍旧按01号跑道着陆，造成了跑道方向使用错误的“飞行事故征候”。

用母语通话虽然没有语言方面的压力，透过通话导致发生问题的案例来看，主要呈现以下特点：一是通话不规范，随意性大;二是指令不明确，要靠机组去理解甚至去猜测，导致歧义性结果;三是关键指令没有复述没有证实;四是机组成员间对得到的新ATC指令没有交流，没有“交叉证实”;五是定势思维的负面影响，先入为主，空、地间盲目地去“合理补充”对方未表达出来的通话要素;六是管制员对机组的指令复述未正确确认，导致信息损失、信息链缺陷。

空中交通管理活动，实际上是“ATC指令”通过“空中交通管制员”→“飞行员”→“航空器”这种链式结构来传递和实现的。因此作为“航空器”若要运行“畅通”、“有序”、“安全”，其前提条件是“空中交通管制员”发出的指令必须具有引导性、准确性和唯一性，“飞行员”执行指令必须恰当(根据指令要求和航空器运行反馈信息综合判断，作出正确的操纵)。全程监视“航空器”的动态变化趋势，“空中交通管制员”必须及时发出有效的修正指令或下一步指令，避免没有提前量甚至马后炮现象，只有这样才能保证“航空器”对空管指令不打折扣，才能最终实现飞行安全。

因此，在管制过程中使用标准的英语通话术语，是航空安全的必要保证。

摘要：无线电通话是当今管制员与飞行员信息沟通的主要方式, 而无线电通话的规范及正确与否直接关系到飞行安全和飞行质量。本论文通过分析一些国内外在机场管制中由于通话用语使用不当造成的航空事故, 从而阐明使用标准通话的重要意义。
