新闻热词:“U型衰退”英语怎么说
席卷全球的金融危机使世界各国都蒙受了巨大损失，很多国家已陷入经济衰退。经济学家预计，全球经济更可能已陷入U型衰退而非V或W型衰退，因此不太可能出现大规模的全球经济萧条。

“The entire global economy will contract in a severe and protracted U-shaped global recession that started a year ago,” Roubini said.“A hard landing for emerging-market economies may also be at hand.”
鲁比尼说：“全球经济将陷入一场较为严重且长期持续的U型经济衰退，而这种衰退早在一年前就开始了。新兴市场经济体制的硬着陆也即将到来。”
上面的报道中，U-shaped recession 就是“U型衰退”。经济学领域常用 U 型、V 型、W 型、L 型来描述经济衰退的形势。其中，U 型衰退比 V 型衰退处于底部的时间较长，但不会出现 W 型衰退的反复。最可怕的是 L 型衰退，也就是说原有经济增长模式无法延续，而内需无法得到激发，导致国内生产能找不到出路，从而陷入长期低迷。目前经济界普遍考(试大认为此次经济衰退趋向于U型衰退。
这里还提到了另一个经济领域的表达 hard landing，“硬着陆（”采用强力的财政货币政策一次性在较短的时间内通过牺牲较多的国民收入将通胀率降到正常水平），与其相对的当然就是 soft landing“软着陆（”国民经济的运行经过一段过度扩张之后，平稳地回落到适度增长区间）。
U-shaped 也就是我们常说的“U 形”或者“马蹄形”，shape 在这里表示“形状、形式”，它还可以表示“轮廓、影响”等意思，来看看下面这段话了解一下它的用法吧。

翻译目的论是一种崭新的翻译理论模式。是德国功能派翻译学家Reiss、Vermeer和Nord等从翻译行为的目的性出发提出的一种翻译理论。它包括三个原则:目的原则, 连贯原则, 忠实原则。其中核心原则为“目的原则”。目的原则, 即翻译应能在译人语情境和文化中, 按译入语接受者期待的方式发生作用。
连贯性原则, 指译文必须符合语内连贯的标准, 能够使接受者理解并在译人语文化及交际语境中有意义。忠实性原则:指源文与译文之间应该存在语际连贯一致, 即所谓的“忠实于原文”。

每一种翻译都指向一定的受众, 不同的翻译目的就会产生不同的翻译方法与策略。目的论是建立在“受众”基础上的翻译理论, 翻译行为所要达到的目的决定整个翻译行为的过程, 即结果决定方法。因此, 在外交口译翻译中, 要遵循“对等加忠实”的原则, 不拘泥于形式上的对应, 要兼顾外交口译翻译内容的的外在表达形式与内在深层含义, 使译语接受者能够会其意, 充分达到沟通、交流的目的, 保证外交活动的顺利进行。
四、外交口译翻译策略与方法
(一) 释义法
有时, 译员需要在充分理解源语信息之后, 把源语中无法找到与目的语完全对等的词语按照译语接受者的话语习惯在目的语中增加一些相关词语, 重新进行翻译输出, 从而最大限度地保留源语信息的准确性, 使得目的语受众能很好地理解源语中的一些概念和信息。
原文:我们也注意到了您非常关心的三农问题。
译文:We also noted your personal interest on the questionsrelating to agriculture the rural areas and farmers.
译语接受者在听到“三农”政策时, 一定难以理解、消化;而在口译时, 通过释义的翻译方法, 适当增补信息, 稍加解释, 将“三农”译为agriculture the rural areas andfarmers, 就能为翻译起到锦上添花的作用。
又如译员在翻译“开发大西北”时, 很多外国人并不知道中国在经济发展上的东西差距, 所以, 增加了一个“underdeveloped”, 通过增补, 译员就为目的语受众提供了背景知识, 起到了帮助理解的作用。
(二) 选词法
在外交当中, 表明政治立场, 保卫国家主权是一项很重要的使命与任务。因此, 合适、恰当的选词会把外交当当中的政治色彩充分展现, 以此达到保卫国家主权与尊严、对外交流与发展的双重目的。
原文:香港特别行政区仍然保有自由港口与独立关税区。
译文:The HK Special Administrator Region will remain thestatus of a free port and a separate customs territory.
原文中“关税区独立”中的“独立”是指在一个中国的前提下所享有的特别权利, 所以用“separate”比较合适, 表明政治立场, 保卫国家主权。
(三) 简译法
英汉两种语言之间的语法规则、句式结构、表达习惯等方面存在差异, 故而在汉译英时, 避免不了要调整词语, 转换句法格式、语法结构, 以符合英语表达习惯, 避免歧义与表意不明。
原文:中国人民正在以极大的热情建设有中国特色的中国社会主义。
译文:With enthusiasm, the Chinese people are buildingsocialism with Chinese characters.
原文中“以极大的热情”用“极大的”来修饰热情, 加深程度, 比较符合汉语的表达习惯, 而英语较之汉语而言, 更重形合, 而非意合, 直接译成“with enthusiasm”, 简单明了, 达到了同原文相同的效果。
五、结语
外交语言的口译工作, 是国家之间以捍卫国家主权, 表明政治立场, 增进国家与国家的了解, 对外交流与发展为目的进行的的政治活动。这种目的性与翻译目的论的翻译宗旨不谋而合。英汉两种语言的差异性, 可以通过释义、选词、简译等翻译方法得到补偿, 使得外交语言传意、传神, 打破文化与政治的阻碍, 让译语接受者与源语接受者达到共鸣, 为外交事业的翻译工作做出贡献。

1. 外交口译的模糊性
外交工作的目的是处理好国与国之间的关系。因此，外交语言不仅代表一个国家的政治态度，也涉及到国家的形象地位和安全利益。在处理外交事务时，处事方法和语言都要留有转圜的余地，此时语言的模糊性体现出来并被广泛运用在外交口译之中。其含蓄灵活的特性，不仅委婉的表达意愿也平衡了各方利益。因此，外交口译是对外交官与口译员的双重考验，外交官需要在外交场合中恰当的使用模糊语，而译员则要准确的对模糊语做出翻译，才能使外交工作顺利进行。
2.外交口译中模糊语表达方式
外交官在处理涉外事务时，根据模糊语表达方式的不同特点，恰当运用模糊语。虽然外交用语中精确性也是要求之一，且与模糊对立，但是在外交中模糊与精确却是辨证与统一的关系。当代许多语言学家都试图对模糊语表达方式进行明确分类，但至今没有统一标准。外交口译主要是依靠口头或书面表达来完成翻译任务，本文将外交口譯中模糊语的表达方式分为：词语模糊表达、句意模糊表达和篇章模糊表达。
2.1词语模糊表达
精准定位一个词语来准确表达意见及看法并不是件容易的事情。恰恰在外交领域中，不留退路的精准表达方式是外交大忌。比如，答记者问时记者提出了一个非常敏感尖锐的问题，外交官此时可以用"No comments"来坚定表明拒绝回答这一态度，但是当时这位外交部长却以"sufficient"作为回复。在外交场合中，"maybe, perhaps, much, quite, about"等经常被外交人员使用。一旦模糊词汇出现时，作为译员要及时领会外交官的意图再进行传译，比如当出现"understand"(体谅、理解）等词汇，说明双方意见存在差异。
2.2句意模糊表达
遇到政治敏感问题时，如道歉、谴责、反对或者支持等态度表达时需要谨慎。如"sorry"、 "apologize"在道歉程度上不同，在外交场合中需适宜选择。外交官经常使用否定句来表达正亦反，反亦正，比如"不赞成、不支持"等表示反对，相反则表示支持。这说明外交用语的表达特点含蓄反转，需要口译员灵活掌握切不可"直截了当"进行翻译。
2.3篇章表达模糊
篇章模糊表达重在语境，听话者与说话者之间有一种微妙关系，包括情感投入，信息采集，预期愿望和个人性格特征等因素。由于这些因素的影响在交流过程中运用言外之意，或者偷换概念等方式暗示对方使对方领会。例如，美国国防部长在记者招待会上谈反恐工作时，谈到："There are known known, there are known unknown and there are unknown unknown. "如果不联系前后，我们很难理解这句话与反恐工作到底有何联系，但只要仔细考虑，这位部长用无任何反恐字词的一句话，表达了当今反恐工作的所有进展。
3.外交口译中模糊策略的作用
3.1 回避针锋相对
外交口译中无论是外交官还是口译员，其发言代表国家的政治政策立场，担负着维护国家利益安全的责任，因此语句措辞表达都需严谨。在遇到某些敏感问题时，外交部发言人不可能事先预知并完全了若指掌。如在2013年李克强答美联记者关于中美等大国之间的关系以及安全问题时，李克强引用美国媒体观点来回答："我看美国媒体的报道，美方提出了这样一个观点，叫做不同大国之间的冲突并不是必然定律，我欣赏这个观点。"通过美过媒体报道模糊我方观点，可谓既避锋芒又显立场。
3.2委婉含蓄
联合国秘书长安南发表关于艾滋病防治的发言中，将贫穷国家用 "some of the world's poorest nations"来表示，运用模糊语"some"委婉的表示了应加强在这一国家地区的防治。
委婉含蓄在中文中被表达的淋漓尽致，古代诗词歌赋尽是委婉含蓄抒怀自身之情绪。温家宝总理就是一位喜爱借诗词来委婉表述和回答问题的总理。在传译过程中，作为口译员并不需要逐字逐句翻译总理的诗词，而是要取其精要之意，完整的表达外交意图。
3.3保全面子
在整个世界范围内，每个国家都有自己相应的"面子"学说，可见面子被人类视为生存在社会中自身的社会地位与形象。在外事活动中，则更应该照顾彼此的面子，换言之也是维护自身以及所代表的国家的尊严。
外交口译中，不仅外交官要把握好模糊语使用策略，口译员更应注重模糊语的使用，准确掌握模糊语的模糊度，在实际口译中把握宏观思想掌握微观翻译细节，才能顺利协助外交官完成外交任务。
