课程评价是评判课程研发、课程实施、课程效果全过程及其质量的重要手段,对促进课程结构整体优化、全面提高教学质量和人才培养质量具有举足轻重的作用。课程评价一般采用定量与定性相结合的评价方法,它根据组合或分类评价指标体系,采用具有相对应的操作流程, 对专业课程体系构建的科学性、合理性、规范性以及对具体课程的研发、课程实施与课程效果进行单独或整体价值判断,并寻求改进课程建设质量的途径。

根据教育部有关文件的精神,课程评价的目的主要有两个:一是判断课程设置的科学性、合理性、规范性,即课程是否符合学校和专业的教育目标,能否促进学生在知识、技能、素质等方面的全面发展、是否适应教学实际情况的需要、是否体现了区域和行业特色。二是为改进、完善课程提供决策依据,即通过课程评价发现存在的不足及其原因,从而对课程内容做出相应的改进。

本文研究主要围绕以下三个方面的内容:一是研究的课程建设质量评价指标体系既包含课程研发评价指标的设计,也包括课程实施及其效果的评价指标的设计。二是课程评价是自我评价而不是外部评价,即课程建设的自我评价专指会计专业、院系和学校层面的自身评价,学校以外的第三方评价(如社会、实验实习基地企业对课程教学效果的评价等)不在本文所探讨的自我评价范畴之内。三是本文研究的课程建设质量评价主要是针对新开课程设置和已开课程建设质量的评价,但不等同于精品课程选拔或者各级各类优秀课程评选,它们之间的标准与评价指标、指标内涵不尽相同。

教育部教高[2012]4号《全面提高高等教育质量的若干意见》(简称《高教30条》)指出:“建立以高校自我评估为基础,以教学基本状态数据常态监测、院校评估、专业认证及评估、国际评估为主要内容,政府、学校、专门机构和社会多元评价相结合的教学评估制度。”《国家现代职业教育体系建设规划(2014 ~ 2020年)》指出:“职业院校要建立内部质量评价制度,强化质量保障体系建设。”评估思路的转变,要求我们改进工作,其中加强自我评估是重要的一环。这种自我评估是多方位的,可以由专业、系部、学院的分级自我评估,可以是专业、课程、课堂、试卷等的分项评估,也可以是人才培养质量或者师资队伍、教材建设等的综合自我评估和单项自我评估的结合体。在学校层面确立自我评估的种类、程序、时间等总体方针以后, 分级、分类制定自我评估的标准,并付诸实施,这将极大地促进学校的教学质量和人才培养质量的提高。

自我评估标准的制定与实施,应遵循以下原则:1适应度。办学定位、专业定位、课程定位等对区域经济社会发展的适应程度。2保障度。师资力量、经费安排、教学仪器设备、图书资料等对人才培养的保障程度。3贡献度。人才培养、社会服务、科学研究、文化传承对经济社会发展的贡献程度。4满意度。学生、家长、社会、政府、用人单位对人才培养质量的满意程度。上述原则,要求课程建设的自我评价做到:课程研发考虑适应度、课程实施考虑保障度、课程效果考虑贡献度和满意度。

适应《高教30条》的要求,做好课程建设质量的自我评价,要以产教融合为核心、以师资团队建设为突破口, 做好核心职业课程体系与专业人才培养方案设计,构建课程研发质量指标体系、课程实施质量指标体系和课程效果质量指标体系。下面,本文以高职会计课程建设为例,就该课程建设自我评价体系构建的意义、内容要点和指标体系设计的原则进行探讨。

二、高职会计专业课程建设质量自我评价体系构建意义、研究价值及研究内容

(一)课题研究的价值与意义

高职教育经过十多年的发展,人们所关注的高职教育的焦点问题也发生了重大转变,即从初期集中在高职教育的定位与发展、类型与层次等宏观问题的探讨,逐步转向到对课程与教学、人才培养模式等微观问题的深度研究。无论是专业建设还是人才培养模式的建立,都必须借助“课程”这一平台才能实现。而要优化课程建设,高职院校不能不关注到开展高职课程建设质量自我评价所具有的独特价值与意义:

第一,开展分专业高职课程评价,构建相关专业课程评价体系,有利于明确高职专业课程体系具体课程的地位和作用,有利于优化高职教育各专业的课程体系,有利于明确教学内容、教学方法改革的方向和要求。

第二,构建分专业的高职课程评价体系,对专业乃至专业群整体水平的提高均能产生积极的影响,有利于确定基础条件较好、能体现区域和行业特色、发展潜力大的重点课程和主干核心课程,使之在专业课程体系和教学内容的整体优化中发挥重要作用。

第二,要培养高等技术技能型人才,实践环节教学占有十分重要的地位。目前,我国高职院校办学的师资力量特别是“ 双师”型教师的缺乏,导致实践环节教学改革和建设还远远达不到人才培养目标的要求,而开展课程评价则有利于加强实践环节教学的改革和建设,发挥评价的监督作用、导向作用和激励作用。

第四,建立只有通过课程研发评价并且成绩合格的课程才能进入教学实施计划和人才培养方案的制度和机制。因为新开课程只有通过课程研发合格评价以后,才能进入课程实施评价和课程效果评价。而课程建设质量综合评价是课程评优和参加各类择优选拔的基础,只有确保了课程建设的质量,才能为课程改革打下良好的基础。还有一点,今后的评估是自我评估和外部第三方评估等评估方式的综合,加强自我评估将是改进工作的重要一环,更是为外部评估打下扎实的基础。而课程建设质量自我评价正是自我评估的重要组成部分。

第五,从高职会计专业这个开设比较普遍况且专业的整个课程体系和实践教学体系相对比较完善的专业着手,研究其核心课程建设质量自我评价体系,进而从自我评价的角度对课程质量评价方法、运作流程、指标体系等多个方面做好方案设计,对于专业建设将具有极大的促进作用,对其他高职专业也有借鉴指导作用。

(二)课题研究的主要内容

本文研究项目“高职课程建设质量自我评价体系构建——以会计专业为例”的主要研究内容包括六个方面: 1高职会计专业核心职业能力的内涵。2结合现有经验与会计从业资格、会计职称资格考试等标准,筛选会计专业核心课程教学内容与之对接。3高职会计专业核心职业课程体系的确立和高职会计专业人才培养方案的设计 (该方案应体现行业和区域产业特色)。4会计专业实践教学体系的构建和教学条件建设。5培育高职会计专业核心竞争力的师资团队建设。6高职会计专业课程建设质量自我评价方法、运作流程与课程建设(开发、实施、效果)指标体系设计的原则性导向。

上述六个方面各个环节都包含了专业建设的重要内容,都与课程评价密切相关。具体来说,4、5两个方面都与课程实施和课程效果评价相关,而1、2、3三个方面则与课程体系评价(其合理性、科学性、规范性)和课程研发评价等相关。这里的关键环节和难点是高职会计专业课程建设质量自我评价的指标体系设计。

三、高职会计专业课程建设质量自我评价体系构建需要注意的几个问题

(一)重视专业课在课程体系中的地位

毫无疑问,专业课是课程体系的核心部分,因此必须十分重视专业课程体系的构建。而专业课程体系构建的合理性、科学性、规范性是课程评价的重要内涵。正确的思路是根据学生素养培养、专业质量标准、职业发展、终身学习的需要来设置课程,开设跨学科课程和专业群共享课程,强化实践教学课程与实践教学内容,定期修订课程教学标准,按照人才培养基础性和必要性的要求精设必修课及其教学内容。在课程体系的优化过程中,若出现某一门具体课程的内容整合不到位,或者对开设该课程必要性的认识不到位,则必将弱化这门课程的设置,从而会对专业课程建设质量自我评价产生负面影响。

(二)把握课程的产教融合度

产教融合度是衡量一门高职专业课程办得是否成功的一块试金石。作为专业建设的重要组成部分,课程建设必须从产教融合的视角来开发教学资源,促进职业教育专业课程内容和职业标准对接。为此,应建立产业技术进步驱动课程改革机制,按照科技发展的新成果和职业资格标准设计课程结构和内容,增加课程的技术含量,提高职业教育对技术进步的反应速度。

同时,基于大学教育是选择性教学的特点,在课程内容的选择上,同一门课要注意专业与非专业的区别,即使都是专业课,也还要注意生源对象的不同来设计内容,增加学生对课程与课程内容的选择性,因为学生学习兴趣和个性与选择有关,所以必须把握好学生的选择自由度来增加选修内容或减少必修内容(创新课程研发)。尤其要照顾到具有特长学生的选择,为他们提供充分发挥聪明才智的空间。要以产教融合来改变教学方式,如采取 “学中做、做中学”,情景教学等方式来提高课程效果;以产教融合来推进教学过程和生产过程对接。

(三)突出课堂教学

课程建设与课程改革的成果要让学生受益,必须通过课堂来得以实现,所以课程改革与课堂教学密不可分。当前课堂教学问题很多,尤其是一些地区实施注册入学后,一些课堂教学问题越发突出。我们要改革课堂教学方式,推进教学方法从以教为主向以学为主转变、以知识传授为主向培养能力为主转变,以课堂教学为主向课内外结合转变。指导学生养成自主、合作和探究的学习方法和习惯,促进教师开展启发、讨论、参与的教学方式。积极利用信息技术改造课程,探索实施“翻转课堂”,建设一批优质共享课程,构建线上线下有机交互的学习方式。在教学方法上,采用大小班结合上课(知识讲授采用大班、课下讨论采用小班和实行分层教学)、走班制等方法。各高校应根据本校的实际情况,结合教研组织建设,建立和完善课堂教学准入制度,对于专业新开课和教师新开课都应有相应的评议、审核制度。平行开设课程由教师申报试讲,学校根据评价情况确定任课教师,同时允许学生先用1 ~ 2周时间试听课程,然后再进行选课学习。对学生选课少的课程可不再开设,杜绝因人设课,建立课程淘汰机制。新开课程要加强集体备课和磨课。

(四)改进教学效果评价

教师是提高课程建设质量的关键,只有保证教师具有参与课程建设的饱满热情和积极性,课程建设的质量提升才有可能。而教师教学效果评价的合理性对教师的课程建设参与积极性无疑具有导向作用。高等职业教育课程建设质量评价的意义在于完善课程设置,激发教师的积极性,因此在构建课程建设质量评价指标体系时要把重点放在对教学效果的评价上。要改进教师课堂教学效果考核评价方法,通过听课,查阅教学大纲、教学日志、教学讲义、试卷等教学资料和教学资源,激发课堂活跃度,推行师生互动、学生与学生讨论、学生与教师探讨的实时评价方法。提高教学改革、教学创新在课堂教学评价中的比重,引导教师乐于教学、勇于创新。

(五)课程建设重在融合职业精神

高职教育的目标是培养高素质的实业人才,它承担着培养职业人职业技能和职业素养的使命,而课程建设正是通向这一目标的有效途径。国发[2014]19号《国务院关于加快发展现代职业教育的决定》指出:“全面实施素质教育,科学合理设置课程,将职业道德、人文素养教育贯穿培养全过程。”《国家现代职业教育体系建设规划 (2014 ~ 2020年)》提出:“加强职业院校德育工作。积极培育和践行社会主义核心价值观。推进产业文化进教育、企业文化进校园、职业文化进课堂。”认真贯彻执行上述文件精神,将社会主义核心价值观和职业精神贯穿于职业教育课程实施的全过程,这对促进学生职业素养的养成和职业精神的培育,具有重要意义。

四、高职会计专业课程建设质量自我评价指标体系

(一)自我评价指标体系的原则要求

首先,专业的课程建设质量评价要突出合理性、科学性、规范性,具体到会计专业,《基础会计》、《财务会计》、《财务管理》、《审计》等课程是高职会计专业课程的核心课程,毫无疑问应得到强化。但具体就某个学校的会计专业来说,可能会设置体现该校所处区域或者行业背景的特色核心课程。如金融或银行类高职院校,其课程体系中可能要设置凸显其行业特色的《银行会计》等核心课程。再如,地处浙江温州地区的高职院校的会计专业,可能要设置《私募债券》、《村镇银行会计》等特色课程,以体现其与国家金融综合改革试验区相符的特色。

其次,重视高职会计专业课程建设质量自我评价结果的分析利用。构建高职课程建设质量自我评价体系的目的,除了前述的对新开课程开展合格评价决定其能否列入教学计划,以及为各类外部评估做好前期准备之外, 评价结果即评价反馈意见能否得到有效利用,是不可忽视的一个重要方面。要让课程评价反馈真正发挥作用,不能让课程评价的反馈仅仅作为一种评判式的结论呈现, 而是要为今后不断改进课程研发和课程实施、提高课程教学效果提供依据。在制订评价指标时应体现这一原则要求。要制订相关政策,将是否吸纳了课程评价的反馈意见作为新一轮课程评价的依据,如果对反馈意见不予采纳,则必须提出充分的理由使评委会信服。

最后,掌握高职会计专业课程建设质量自我评价指标体系设计要点:1课程目标明确。课程要能促进学生在知识、技能、素质等方面的全面发展。其中:知识应尽量丰富,使之够用 ;技能应按基础技能和综合技能设置标准; 职业素质应体现交流表达、团队合作、分析判断、创新发展、应变能力等内涵。2体现特色。课程设计要适应学校、教师和学生的实际情况和需要,体现区域和行业特色,产教融合度较好。3形成体系。设计的课程应具有教育的整合价值,在课程体系中的定位准确,课时安排和体系具有完整性、合理性。4课程评价方法,主要有问卷调查、观察、听课、查看资料、访谈等方法,辅以德尔菲法和头脑风暴法,以任课教师和同行相近课程教师、教育管理者、学生、校内课程专家等为调查对象。为了弥补量化评价的不足,可借助定性课程评价方法。

(二)自我评价指标体系设计的原则导向

本文构建的课程评价指标体系包括三个方面:课程研发评价指标、课程实施评价指标和课程效果评价指标。下面,本文对三个方面的指标设计提出原则性意见。

1. 课程研发评价指标设计。课程研发指标要设计诸如课程目标的准确性、课程标准的针对性、课程结构的契合性、课程内容的职业性、课时安排的合理性、教学资源的完备性、组织形式的可行性、教学设施设备要求的适应性,以及课程实施范围的选择、课程实施团队人员的选择、课程实施程序的选择等评价指标。

2. 课程实施评价指标设计。应考虑教学方法的丰富性和适合性、团队教师素养、实训条件与项目开设、课程网站(包括教案、课件、习题、实训项目、试题库等)、利用率、技能竞赛指导方案与细则、教学特色创新、教学组织与教研活动(如集体备课、听课、磨课)、教学环境的创设、产学研合作的开展、课程各类教学资料与教学档案完整性、教改课题与项目的实践与落实情况等指标。

3. 课程效果评价指标设计。学生学习的主动性和兴趣、学生学业成绩、学生对教学效果的自我评价(动手能力和学习能力的提高等)、任课教师与专业主任的反思性评价、后续课程教师反映、课堂学生的参与度与实训项目训练面、重视基础文化课、专业基础课与专业实践课的综合效果、考虑到能力分层的因素、贯彻因材施教的原则 (如对应初级会计资格和中级资格的分层)、师生关系的融洽度、全程贯穿对学生技能培养、创新意识及职业精神培养的意识与意义、落实学校人才培养理念和人才培养模式特色(学校理念以课程为落脚点)。

课程评价的方法是广泛和多样的,对于课程研发、课程实施、课程效果的影响因素也是仁者见仁、智者见智,并且本身也处于不断的发展变化之中。要求将影响课程的全部因素都纳入评价指标的设计之中,在实践上还有很大的难度,所以评价的精度和准确度会受到一些影响。但是,专业建设水平的提升和内涵发展要求对课程建设质量进行定期不定期的评价并不断改进,在考虑上述指标内容和根据重要程度分配权重的基础上,笔者拟利用层次分析法(AHP法)进行后续研究。

0 引言

为了顺利地开展中英文双语融合教学工作，必须要明确中英文双语融合教学目标、并结合学科特点科学地进行课程设置，这样才能取得较好的教学效果。

教学目标是教学体系建构的出发点，也是课程设置的依据和标准。会计专业中英文双语融合教学目标的制定，应结合中英文双语融合教学的定义，反映经济全球化和教育国际化两个发展趋势，培养具有国际社会文化知识、懂外语、熟悉国际会计和商业惯例的高级会计管理人才。通过中英文双语融合教学提高学生的外语水平，培养他们适应对外交流的能力，直接了解国外先进的会计理论和方法、掌握国际会计实务和惯例。

具体来讲，专业课中英文双语融合教学的目标应该是一个有差别的、层次分明的目标体系，在实践中要有一定的渐进性。可以分为以下三个层次：第一层次，能大致听懂双语专业课程，能用常用英文词汇和句型进行简短的课堂发言，能借助字典看懂指定的专业英文教材，能正确使用英文完成作业；第二层次，能基本听懂专业双语课程，能用英文阐述自己的观点，能快速浏览教材并按要求查询重点，能用英语撰写简短专题文章；第三层次，能听懂双语课程，能用英文流利地表述观点、进行讨论，能熟练查阅国外专业期刊，能用英文撰写专题报告或论文。

根据上述中英文双语融合教学目标要求，结合会计学的学科特点及中英文双语融合教学实践反馈，笔者对下列会计专业主干课程应否采用中英文双语融合教学进行探讨。

1 《基础会计学》课程

中英文双语融合教学的课程在选择上应先易后难，逐步扩展范围，按教学目标层次逐步递进。会计专业基础课《基础会计学》是比较适合作为中英文双语融合教学课程的，其原因主要在于：从内容上看，这门课程比较容易，用英语授课学生容易理解，符合中英文双语融合教学课程先易后难这一规律。基础会计学具有较强的通用性，在对这门课进行双语授课的过程中不需要考虑各国会计准则的差异性，比较容易找到适用的英文原版教材。但由于这是会计学的专业入门课，而学生英语水平相对较差，所以在实施中英文双语融合教学的过程中，一定要结合学生的实际接受能力，而不要过分在意授课中英语的使用比例，要保证学生基本能掌握所讲授的知识，以免学生在一开始就丧失对会计学的学习兴趣，这将是得不偿失的。中英文双语融合教学的核心并不是英语，而是专业核心知识。所以教师在上课的过程中，要根据学生的反应及时调整，对于重点、难点部分可以先以中文讲授为主，等到学生逐步适应后，再加大英语授课的比重，以保证专业第一、语言第二。

同时，这门双语课的专业名词当中中英文出入比较大的，应重点讲解，提示学生注意，如我国的“权责发生制”与英文的“accrued basis”字面含义相差甚远；再如资产负债表(英文为“balance sheet”，其实应翻译为“余额表”更为科学)等专业名词，若不进行中英文对照，很可能会在学生以后的专业学习中形成误解。即通过双语的学习，学生应同时对中英文的会计专业术语都有很好的理解。

2 《中级财务会计》课程

笔者认为该课程不宜作为中英文双语融合教学课程，《中级财务会计》是非常实用，也是非常关键的一门专业课。它主要对会计要素的确认、计量和报告进行了介绍，通过这门课程的学习，学生能掌握所有基本账户的使用方法，对基本会计业务做出正确处理，并能编制出三大会计报表。正是由于这门课的实用性非常强，在具体操作中必然与实务、与一个国家具體的会计规范、相关法规(税法、经济法、公司法、证券法等等)紧密相连，即这门课必然会体现出国家特色。所以如果对这门课程采用中英文双语融合教学不利于学生全面、透彻地了解我国的会计规范和相关法规，这样培养出来的学生必然会与我国的实际会计工作脱节。

所以，笔者认为这门课必须采用我国的教材，进行中文讲授，让学生清晰地了解我国的会计体系及相关法

规。

3 《高级财务会计》课程

这门课程主要讲授在《中级财务会计》中所没有接触过或没有详细展开的一些业务的处理，如所得税会计、外币折算、合并财务报表的编制、会计政策、会计估计变更和前期差错更正、资产负债表日后事项等等。由于内容难度较大，所以笔者建议以中文开设。

4 中美会计比较课程

这门双语课的开设是建立在《中级财务会计》(中文)这门课程学习的基础之上的。开设这门双语课主要是通过选用美国的原版教材，让学生详细地学习、了解西方主流国家的会计体系，重点是与我国进行比较，包括具体会计处理及思维方式等等。随着各国会计准则的趋同，会计处理的差别之处会越来越小，同时因为学生已完成《中级财务会计》课程的学习，所以这门课的课时不宜过多，主要考虑到：①加强学生对专业名词的掌握及对专业文献阅读理解的能力；②通过完整地对一本英美权威教材进行学习和研读，可以使学生了解其独特的逻辑结构和新的思维方式。它们的财务会计教材与我们有不同的体例，通常先讲解三大会计报表，再开始详细介绍各项会计要素。其教材中图示、案例、习题等的设计也更接近实际，同时将如何利用会计信息为企业管理提供决策很好地融入到了财务会计的内容，参与性强。
