论文题目:塞拉利昂西部城区部分中学管理部门实施免费素质教育面临的挑战

摘要:塞拉利昂教育系统面临诸多挑战,阻碍了高质量全民教育的有效推行。20世纪90年代初期的内乱导致师生无法使用任何教育设施。由于2014年埃博拉病毒爆发,许多学校又因为被改造成收容中心、检测中心或治疗中心而停课9个月。塞拉利昂政府于2018年提出免费优质教育的倡议,受到所有人尤其是贫困阶层和弱势群体的热烈欢迎。这对响应社会需求来说是非常重要的一步。然而,倡议在具体实施过程中存在阻碍。本研究旨在调查和评估塞拉利昂西部城区的一些中学的管理部门在实施该倡议时所遇到的问题。研究者使用问卷调查、对话访谈和个人观察来收集数据。研究涉及10所学校的样本,从这些学校的负责人、两名部门负责人和高级教师那里收集了数据。对于政府官员,研究者的信息收集来自于西部城区基础和高中教育负责人和两名教育督察。为了确保研究人群具有公平性和代表性,研究者在选择和分配十所学校时采取了按比例分层抽样的方式。研究结果证实,学校管理部门面临许多挑战,如入学人数过多、班级人满为患、教师工作量大、补贴迟发、教材短缺、设备设施不足、师资短缺等,阻碍了管理人员有效实施免费素质教育。研究提出了以下行动建议和进一步研究的方向:基础教育与中等教育部在批准人事任命前应考虑校长、部门负责人、高级教师和教师的资格和能力。塞拉利昂政府应为公立的和受政府资助的学校分配足够的预算,以消除管理问题的影响。基础教育与中等教育部应向所有学校分发足够的教学材料,满足师生应得的利益。学校管理人员应该向教育部申请翻新破损的建筑物。
